Allow CSAT to be attributed to TIcket Owner (CW) when tickets are closed.

Currently, its on the person that closes the ticket (so if Dispatch closes it the last engineer doesnt get credit, dispatch does) OR everyone who has a time entry in the ticket gets credit.
